Realistic Police system for ATS 1.60+, 1.61
This mod is primarily intended for RP players. It solves the problem of unrealistic police behavior regarding speeding as much as possible within the game’s logic, making the police more tolerant of the player. The chance of receiving a speeding fine becomes 10% (approximately the average rate of speeding enforcement), since in the USA police often prefer not to pay attention to minor violations.

The mod also introduces realistic fines and a progression of speeding fine costs. Fines do not depend on your in-game level. The fine for a car crash is set to a symbolic 10 dollars. In most cases, AI drivers are at fault in accidents, and the player already suffers from truck damage. Also, the game has insurance.
P.S. The higher the speed, the higher the chance of a fine, but unfortunately, within the game’s limitations, this does not always work. The mod’s behavior is not fully tested. Please share how the mod works for you in the comments.
