This is for ATS version 1.6.x only, it will not work below 1.6

There are two possiblities of this trailer spawning, the empty chassis which will be available at all the locations the nuclear waste transport is, as well as some of the machine repair shops. The Nuclear Waste trailer will spawn in only a few companies such as the ports, or railyards.

The nuclear waste load will require you to have a skill point in ADR Class 6, unfortunately scs did not add class 7, which is for radioactive materials so this was the best alternative. I still wanted to at least make some use of the ADR requirements system.
